Lula Backs Petrobras Oil Strike Near Amazon as Historic Find

Brazilian president endorses hydrocarbon discovery in Foz do Amazonas basin, calling it a passport to the country’s future

Brazilian President Luiz Inacio Lula da Silva has thrown his weight behind Petrobras’s new oil discovery in the Foz do Amazonas basin, hailing it as a potential turning point for the country’s energy future despite fierce opposition from environmental groups. The discovery at the Morpho exploration well, confirmed on August 14, marked the state-run oil giant’s first hydrocarbon find in the Equatorial Margin, a frontier region that could hold an estimated 30 billion barrels of oil.

Lula praised the find at the controversial block FZA-M-59, located about 175 kilometers offshore the state of Amapa in roughly 2,886 meters of water. Petrobras President Magda Chambriard confirmed the results, saying the company would continue exploring the area to assess whether the deepwater oil is commercially viable.

A Frontier Decades in the Making

The Equatorial Margin stretches along Brazil’s northern coast from Amapa to Rio Grande do Norte and encompasses five offshore basins. Foz do Amazonas, the northernmost and least explored among them, has been the subject of a bitter regulatory battle for years. Brazil’s environmental agency IBAMA denied Petrobras’s initial drilling application in 2023, citing technical concerns and risks to the Amazon Reef system. It was only in October 2025 that the agency granted a drilling license.

Petrobras plans to invest approximately $2.5 billion in Equatorial Margin exploration through 2030, targeting 15 new wells across the region. The company’s broader exploration budget for 2026-2030 stands at $7.1 billion, representing about 10 percent of its total upstream investment portfolio. If commercial quantities are confirmed, production in the basin could begin within seven years.

Environmental Tensions

The discovery has reignited a fierce debate about Brazil’s energy ambitions versus its climate commitments. Environmental organizations have warned that oil exploration near the mouth of the Amazon River threatens biodiversity and local communities, and could undermine Brazil’s credibility as host of the COP30 climate summit in Belem later this year.

Former Petrobras director Ildo Sauer, while calling the discovery encouraging, urged caution, telling BBC News Brasil that the find would only represent a passport to the future if the governance model established during the pre-salt era is reformed. Critics also point to the lack of geological data in the basin, noting that commercial viability in the nearby Campos Basin was only confirmed after nine wells were drilled.

Lula has sought to balance his support for oil exploration with his绿色 credentials. His administration recently increased Brazil’s mandatory ethanol blend in gasoline to 32 percent on a temporary basis and has invested heavily in renewable energy. Analysts say the Foz do Amazonas find could reshape Brazil’s position as a top global oil producer, potentially rivaling the Guyana-Suriname basin across the Atlantic.
