Brazil permanently downgraded its diplomatic relations with Argentina on August 5, recalling its ambassador Julio Bitelli to Brasilia and reducing embassy representation to chargé d’affaires level, in the most severe bilateral rift between South America’s two largest economies in decades.
The decision came after Argentine President Javier Milei repeatedly insulted Brazilian President Luiz Inácio Lula da Silva in public. Speaking at an event in São Paulo supporting senator and presidential candidate Flávio Bolsonaro, Milei called Lula a thief, a convict, and corrupt, and branded Supreme Court Justice Alexandre de Moraes as a bald piece of trash. Milei later doubled down in Argentine television interviews, accusing Brazil and Mexico of financing an anti-Argentina campaign.
Brazilian Foreign Minister Mauro Vieira summoned Argentina’s ambassador Daniel Raimondi to deliver a formal diplomatic note informing him of the downgrade. Bitelli, who had been in Brazil for consultations since late July, will not return to Buenos Aires. A Brazilian Foreign Ministry source said the decision would remain in effect as long as Milei’s attacks on Brazilian democratic institutions persist.
Argentina’s Foreign Ministry said its neighbor had unilaterally decided to downgrade relations and expressed regret at what it called Brazil’s decision to continue isolating itself from the rest of the region for ideological reasons. However, Buenos Aires declined to take reciprocal action, with Foreign Minister Pablo Quirno saying Argentina would maintain its existing diplomatic position.
The diplomatic crisis escalated from tensions that had simmered since Milei took office in December 2023. The Argentine president’s alliance with the Bolsonaro family has been a persistent source of friction with Lula’s government. Milei’s appearance at Flávio Bolsonaro’s presidential launch event in São Paulo was described by Brazil’s Foreign Ministry as an unprecedented provocation in more than 200 years of bilateral relations.
The rift comes just two months before Brazil’s presidential election, in which Flávio Bolsonaro is expected to challenge Lula for the presidency. Both Milei and US President Donald Trump are open allies of the Bolsonaro family, creating a right-wing axis that has repeatedly clashed with Lula’s leftist administration. Brazil’s government has said it would not accept foreign interference in its electoral process.
The downgrade means neither country will be represented by a full ambassador, the highest symbolic level of diplomatic representation. Brazil and Argentina are each other’s largest trading partners in the region, and analysts warn that the prolonged diplomatic freeze could affect cross-border commerce, investment flows, and cooperation on issues ranging from trade policy to migration.
