EU Gas Storage Hits 5-Year Low as Winter Looms

European gas storage sits at just 60 percent capacity with 73 days until the November target, as disrupted LNG imports and depleted reserves raise fears of a winter supply crunch.

Europe heads into the autumn heating season with gas storage at a five-year low, raising the prospect of emergency measures and soaring energy prices if a cold winter coincides with continued disruptions at the Strait of Hormuz.

As of mid-August, European Union gas storage stood at 60.2 percent of capacity, according to data from Gas Infrastructure Europe. The bloc needs to reach 90 percent by November 1 under its mandatory storage regulation, but analysts project storage could hit only 75 percent at the current injection pace. Germany, which holds the EU largest storage capacity, sits at just 49.7 percent, while the Netherlands is at 42.1 percent and the United Kingdom at a mere 28 percent.

LNG Imports Collapse Amid Hormuz Disruptions

The storage shortfall is driven by a collapse in liquefied natural gas imports, which fell to a 22-month low of 6.3 million tons in July, according to data from Kpler cited by Reuters. The decline stems from two converging shocks: the effective removal of Qatari LNG from global markets following Iranian attacks on Gulf export infrastructure, and elevated shipping costs through the disrupted Strait of Hormuz.

Europe has been forced to rely heavily on more expensive US LNG, and benchmark EU gas prices have risen roughly 50 percent since mid-June, according to Wood Mackenzie. The consultancy warned that at current import rates, EU storage would reach only 75 percent by November when the heating season officially starts.

Germany national gas storage association INES warned that current market prices offer no incentive to top up reserves, which were depleted after a colder-than-normal winter and remain under pressure from elevated global prices. The association called for additional government incentives to accelerate the refill season.

Germany Strategic Reserve Still Years Away

Germany economy ministry revealed plans last month for a state-owned strategic gas reserve designed to cover total demand from households and businesses for 18 days during an average winter. However, initial filling is not scheduled to begin until next summer, leaving the continent without a near-term safety net.

The storage crisis echoes the vulnerabilities exposed during the 2022 energy emergency triggered by Russia invasion of Ukraine, but this time the supply architecture is different. Europe has eliminated most Russian pipeline gas imports, but the loss of Qatari LNG has left the continent dependent on a narrower set of suppliers competing with Asian buyers for limited cargoes.

Cold Winter Scenario Raises Alarm

Analysts at Columbia University Center on Global Energy Policy warned that the expected shortfall in storage levels would hamper Germany ability to contribute to Europe broader supply security. A cold snap coinciding with LNG diversion to Asia could trigger rapid withdrawals and sharp price spikes in TTF, the EU benchmark gas contract.

Some EU officials have indicated the bloc may lower its November storage targets in response to the supply challenges, though critics note that adjusting the goal does not address the underlying supply deficit. Wood Mackenzie projected that under current conditions, storage could reach as low as 60 to 65 percent by November in a stress scenario combining further import disruption with early cold weather.

The compounding pressure comes as nuclear power plants across the continent face shutdowns due to drought and heat, further straining electricity grids already challenged by the loss of baseload generation capacity.
