Speaking during talks in Dublin, Merz argued that the EU must significantly reduce its spending in the upcoming seven-year budget framework, which is currently being negotiated among member states. Germany, as the bloc’s largest economy and biggest net contributor, has long pushed for fiscal restraint in Brussels.

The demand comes at a time when EU member states face mounting pressure to increase defense spending amid heightened security concerns in Eastern Europe and growing uncertainty about the transatlantic security guarantee. Several member states have argued that the EU budget needs to prioritize defense and strategic autonomy, while others insist on maintaining funding for traditional priorities such as agricultural subsidies and cohesion policy.

Merz’s proposal would require fundamental shifts in how the EU allocates its resources. The current Multiannual Financial Framework for 2021-2027 totals approximately 1.8 trillion euros, including the post-pandemic recovery fund. The next framework, covering 2028-2034, was already expected to face difficult negotiations as the bloc grapples with new priorities, including defense, climate transition, and competitiveness.

German officials have indicated that Berlin cannot continue contributing at current levels given its own domestic fiscal constraints. Germany’s constitutional debt brake limits new borrowing, and the government faces competing spending demands at home, including military modernization, infrastructure investment, and social programs.

EU budget negotiations require unanimity among member states, giving Germany significant leverage. However, Merz’s demands are likely to face stiff resistance from net recipient countries in Southern and Eastern Europe, as well as from the European Commission itself, which has traditionally argued for maintaining or increasing the budget to meet new challenges.

Several EU officials have privately expressed concern that deep cuts could undermine key Union priorities, including support for Ukraine, the green transition, and efforts to reduce economic disparities between member states. The European Commission is expected to present its formal proposal for the next budget framework later this year, setting the stage for what diplomats predict will be one of the most contentious budget negotiations in EU history.

The debate also intersects with broader discussions about EU reform, including potential changes to the bloc’s own resources system and the possible introduction of new revenue streams such as a carbon border adjustment mechanism or digital taxes. Merz has indicated that Germany is open to discussing new revenue sources but insists that overall spending must come down.

EU leaders are expected to take up the budget issue at a summit later this autumn, with initial positions already hardening on both sides of the debate.
