A Ukrainian court has sentenced two major generals and four battalion commanders of Russia’s National Guard to 12 years each for shelling the Zaporizhzhia Nuclear Power Plant in 2022, convicting the six in absentia of violating the laws and customs of war.
The verdict
The case concerns the opening phase of the full-scale invasion, when Russian forces seized Europe’s largest nuclear plant and fighting around it raised global fears of a radiological catastrophe. The court found that the commanders directed or permitted artillery strikes on the facility, conduct that international humanitarian law treats with particular severity because of the risk to civilian populations far beyond the battlefield.
The sentences are in absentia, the defendants are beyond Ukraine’s reach, and that limits the verdict’s immediate force. But war-crimes jurisprudence is built for the long term: convictions do not expire, and the individuals named now carry a legal status that constrains their travel and their futures.
The nuclear dimension
Attacks on nuclear facilities occupy a special category in the law of armed conflict, and the Zaporizhzhia case is among the first to test how that category is enforced in practice. The verdict sends a signal about accountability for conduct that the international community has treated as uniquely dangerous since the earliest days of the nuclear age.
