President Donald Trump on Monday urged Google to rethink plans for a massive AI data center investment in Finland, saying the company chose Europe because permitting in the United States has become too difficult. The comments, posted on social media, target what the Wall Street Journal reported as at least $15 billion in planned spending on data centers and digital architecture in Finland, Google’s single largest capital commitment in Europe.
“Google has recently stated that they want to build a massive Plant in Finland, all because they are finding permitting too difficult in the United States. I am not happy about this, and want them to change their thinking,” Trump wrote.
In the same post, the president framed AI infrastructure as an economic prize the United States should not cede. “AI, and Data Centers, will be the Greatest Economic Development Engine in History. Bigger than Oil, Gold, Diamonds, or even the Internet,” he wrote, adding that the buildout “will not be stopped” during his term.
Why Finland
Google’s Finnish plan is not only about avoiding American red tape. The company finalized power-purchase agreements with domestic onshore wind suppliers and arranged a new battery installation connected to Finland’s grid for load balancing and price stability. The centerpiece is a 22-year supply pact with Nordic utility Fortum covering the extension of the Loviisa nuclear facility, under which Google will buy half of the station’s output from 2030 through 2049. Fortum shares jumped more than 8 percent after the deal was disclosed, a sign of how badly utilities want hyperscaler contracts with guaranteed multi-decade revenue.
Finland offers what data center operators struggle to find elsewhere: firm low-carbon power, a cold climate that cuts cooling costs, existing fiber routes to central Europe, and a planning process that moves faster than most American jurisdictions. Those conditions, rather than regulation alone, explain why hyperscalers keep returning to the Nordics. Microsoft and Meta have both expanded in Finland and neighboring countries for the same reasons, chasing the same mix of cheap nuclear, hydro and wind power that the region sells at stable long-term prices.
The country has hosted large-scale computing infrastructure for over a decade. Google opened its Hamina data center on the Gulf of Finland in 2011, converting a former paper mill and cooling it with seawater. The new investment scales that footprint dramatically and signals that the company views Nordic power as a durable advantage rather than a one-off location choice. Regional officials have already begun courting suppliers and construction firms for the build-out phase, which is expected to run through the end of the decade.
The permitting contradiction
Trump’s intervention highlights a tension in his administration’s AI policy. On one hand, the president wants the biggest compute buildouts on American soil and has pushed to loosen environmental review requirements to speed construction. On the other, his administration has resisted the strict oversight proposals that some in Congress and several AI executives have called for, leaving companies to navigate state-level rules that vary widely from Texas to Virginia.
The gap between presidential rhetoric and local reality is the sticking point. A hyperscale data center in the United States can spend years in interconnection queues for grid power, and community opposition to large loads has grown as utilities warn that AI demand could raise residential electricity prices. Finland’s grid operator, by contrast, has actively courted large industrial customers with transparent capacity forecasts and connection timelines measured in months rather than years.
On Monday Trump also called fears about artificial intelligence threatening humanity “a hoax,” pushing back directly against Anthropic CEO Dario Amodei and OpenAI CEO Sam Altman, who both urged leading labs last week to pace frontier model development. Amodei published a three-part deceleration plan on September 12 that includes independent evaluators for AI companies, joint safety standards among major firms, and international coordination. Altman said OpenAI would follow suit. Trump rejected the framing entirely, arguing that regulation could bankrupt American companies while rivals abroad raced ahead.
What it means for the buildout
It is unclear whether the post changes anything for Google. The Finnish investment is already announced, financed and paired with long-term power contracts signed well into the 2040s. Moving it to the United States would require land, grid capacity and approvals that take years, not weeks, and the company gave no sign of reconsidering. Google declined to comment on the president’s remarks, and its data center roadmap for Europe remains unchanged on paper.
But the message lands on an industry already whipsawed by mixed signals from Washington. Trump’s administration has loosened rules to speed AI exports and domestic construction, yet the president has also barred the most advanced Nvidia Blackwell chips from leaving the United States and publicly scolded companies for investing abroad. Microsoft, Apple and other hyperscalers have faced similar pressure when announcing European or Asian expansions. Tech firms building multi-billion-dollar facilities now weigh both the incentives and the presidential mood before each announcement.
Shares of Alphabet rose modestly in Monday trading, suggesting investors read the exchange as noise rather than a policy shift. The Finland project still needs construction milestones to be met on schedule, and energy supply remains the binding constraint for every AI data center plan announced this year, in Europe and the United States alike. For now, the compute race runs on whoever can sign power contracts fastest, and Finland just proved it can.
