Japanese Defense Minister Shinjiro Koizumi arrived in New Delhi on Wednesday for talks with Indian counterpart Rajnath Singh, marking Koizumi’s first visit to India since taking office and signaling a deepening defense partnership between the two nations amid rising tensions in the Indo-Pacific.

The visit, confirmed by both governments, centers on a proposed deal to export Japan’s UNICORN stealth communication antenna system to India for use on warships, according to officials from the Japanese Defense Ministry. The advanced antenna, designed to reduce the radar signature of naval vessels, would represent one of Japan’s most significant defense equipment exports under its loosened arms transfer guidelines.

UNICORN Antenna and Joint Exercises

The UNICORN system, developed by Japan’s Mitsubishi Electric, is a conformal antenna array that integrates smoothly into a ship’s superstructure, making vessels harder to detect by enemy radar. Indian naval officials have been studying the technology for several years as part of New Delhi’s push to modernize its fleet and reduce dependence on Western suppliers for key combat systems.

Beyond the antenna deal, the two defense chiefs are expected to discuss expanding joint military exercises between Japan’s Self-Defense Forces and the Indian armed forces, building on an agreement to deepen strategic cooperation reached at a recent Japan-India summit. The discussions are also expected to cover the broader security situation in the Indo-Pacific, including China’s growing military activity in the South China Sea and around Taiwan.

Broader Strategic Alignment

The Koizumi-Singh meeting comes at a delicate moment for Asian security. North Korea’s deepening alliance with Russia, China’s expanding naval presence, and uncertainty over the future of the US alliance system under President Trump have pushed Japan and India closer together as middle powers seeking to maintain regional stability.

Japan and India must serve as the driving force to realize a free and open Indo-Pacific, Japanese Foreign Minister Toshimitsu Motegi said following a meeting with Indian External Affairs Minister S. Jaishankar in May.

The two countries have significantly expanded their defense relationship since upgrading it to a Special Strategic and Private Partnership in 2020. Japan has relaxed its long-standing restrictions on arms exports, while India has sought diversification away from its traditional reliance on Russian military equipment, creating new opportunities for bilateral defense trade.

Koizumi’s visit also reflects Japan’s broader effort to build a network of like-minded Indo-Pacific partners. Australian Ambassador to Japan recently floated the idea of a middle-power grouping with India and South Korea to complement US security ties, acknowledging growing uncertainty about the durability of American commitments to the region.

The talks are being closely watched by analysts who see the India-Japan defense axis as a potential counterweight to Chinese influence in the Indian Ocean and Western Pacific. A successful UNICORN deal would not only strengthen bilateral military ties but also establish a precedent for Japanese defense exports to other Indo-Pacific nations.
