Europe’s rapid electric vehicle adoption is creating an environmental challenge the continent is not yet prepared to handle, as experts warn that more than a million EV batteries will reach end-of-life in the coming years with recycling infrastructure still woefully inadequate.
The warning came in a report published Monday by Euronews, which highlighted the growing gap between the number of batteries即将退役 and the capacity to recycle or repurpose them. The European Union’s own estimates suggest that over 1.5 million tonnes of battery waste will be generated annually as the first generation of mass-market EVs ages out of service.
The EU has launched the BATRAW project, an EU-funded initiative aimed at tackling the problem through two parallel strategies. The project focuses on advancing hydrometallurgical recycling techniques that can recover critical raw materials such as lithium, cobalt, nickel, and manganese from spent batteries. It also explores giving batteries a second life, repurposing those that no longer have sufficient capacity for driving but could serve in stationary energy storage applications.
Industry analysts say the stakes are enormous. Europe’s EV battery recycling market, valued at approximately 215 million euros in 2025, is projected to grow at a compound annual rate of over 20 percent through 2034. But even with that growth trajectory, experts say the current pace of investment and infrastructure buildout is not keeping pace with the volume of batteries approaching retirement.
The challenge is compounded by the fact that many of Europe’s earliest EVs are now reaching the eight-to-ten-year mark when battery degradation typically renders them unsuitable for automotive use. These first-generation batteries contain valuable materials but also hazardous chemicals that pose environmental risks if not handled properly.
Recycling advocates are calling for the EU to accelerate enforcement of its Battery Regulation, which mandates minimum recycled content thresholds for new batteries and requires manufacturers to take responsibility for end-of-life collection. The regulation, which entered into force in 2023, set ambitious targets but gave member states until 2027 to fully implement key provisions.
Automakers have expressed concern about the cost implications, noting that building recycling capacity at scale requires billions in upfront investment with uncertain returns. Several major manufacturers have formed joint ventures with recycling firms, but analysts say these partnerships alone will not be sufficient to handle the projected volume.
The battery waste question also intersects with Europe’s broader strategic autonomy agenda. Recovering critical minerals from spent batteries could reduce the EU’s dependence on Chinese and African supply chains for raw materials, turning what is currently viewed as a waste problem into a resource opportunity.
