Russia Approves BTC, ETH, USDT for Retail Exchange Trading

Bank of Russia names Bitcoin, Ethereum and Tether as the only cryptocurrencies eligible for public trading on domestic exchanges, capping retail purchases at 300,000 rubles per year.

Russia central bank has officially listed Bitcoin, Ethereum, and Tether USDT as the only three cryptocurrencies eligible for public trading on regulated domestic exchanges, marking a landmark shift in the countrys stance on digital assets.

The Bank of Russia published a draft directive on August 11 naming the three tokens cleared for retail access on licensed exchanges. Non-qualified investors will be limited to purchasing up to 300,000 rubles, roughly 3,600 dollars, per year through each intermediary, whether a broker, crypto exchanger, or asset manager. Qualified investors face no such cap and may trade any cryptocurrency available on exchange and over-the-counter markets.

Why Only Three Tokens

The central bank tied its short list to strict criteria: high market capitalization, deep trading liquidity, and at least five years of price history on foreign venues. Bitcoin and Ethereum easily qualify on all counts. Tether USDT, the worlds largest dollar-pegged stablecoin, was included as the only stablecoin on the list, a notable signal given ongoing debates about stablecoin regulation globally.

First Deputy Governor Vladimir Chistyukhin confirmed the bank has no immediate plans to expand the list. He told reporters that any future additions would likely focus on domestic non-dollar stablecoins.

Infrastructure and Timeline

The draft directive stems from a broader law titled On Digital Currency and Digital Rights, which President Putin signed on August 4, 2026. The law establishes rules for crypto exchanges, digital depositories, and other market participants, with the main provisions taking effect on September 1, 2026.

Exchange operators must be Russian business entities with minimum capital of 15 million rubles and must be registered in the Bank of Russia registry. Operating without inclusion is permitted until July 1, 2027 as a transition period. All transactions must be processed through digital payment methods only, and using crypto to purchase goods and services domestically remains prohibited.

The public comment period on the draft directive runs until August 24, 2026, after which regulators will finalize the framework. Cross-border crypto transfers will be permitted but only through custodial arrangements.

Separate From the Mining Ban

The trading approval comes just days after the Russian government banned crypto mining in Moscow and the Kursk regions, citing grid strain. That mining ban, signed by Prime Minister Mishustin on August 15, covers an estimated 17 percent of global Bitcoin hash rate. The two policies represent different prongs of Russias evolving crypto strategy: restricting energy-intensive mining while opening controlled retail access on regulated platforms.
