A Russian ballistic missile struck a private open-air arms exhibition in Kyiv Oblast on July 24, killing 12 people and injuring more than 100, according to Ukraine’s Prosecutor General’s Office. The attack targeted a site where defense industry representatives had gathered for a presentation of air defense systems.
Investigators say the event was organized by Armada, a weapons manufacturers’ association, without prior coordination with relevant authorities. More than 300 people were invited to the outdoor venue, where the nearest shelter measured only 34 square meters and was located approximately 100 meters away.
The attack came as Russia increasingly employs ballistic missiles against Kyiv and the surrounding region. Ukraine faces shortages of interceptor missiles capable of neutralizing such weapons. Ballistic missiles can reach the capital within minutes of launch, leaving civilians and military personnel with little time to seek cover.
Invitations to the event were sent nine days beforehand, while the exact time and location were shared with attendees only one day in advance. Investigators are examining whether the organizers’ actions created additional security risks that could have enabled Russian forces to prepare a targeted strike.
The main organizer of the event was detained and charged with official negligence. Due to minor injuries sustained in the strike, the suspect remains under guard at a medical facility pending further proceedings.
Prosecutors are investigating possible negligence in the organization of the defense-industry gathering. Officials said many of those injured were representatives of Ukraine’s defense sector, although civilians were also among the casualties.
The strike highlights the persistent threat Russian missile attacks pose to Kyiv and its surrounding areas, even as Ukrainian air defenses have improved over the course of the war. The use of ballistic missiles, which are harder to intercept than cruise missiles or drones, has become a growing concern for Ukrainian military planners.
Ukraine has repeatedly called on its Western allies to supply more advanced air defense systems and interceptor missiles to protect its cities and critical infrastructure from Russian strikes. The Biden administration and European partners have provided Patriot and NASAMS systems, but Ukraine says it needs many more to cover the entire country.
Russia has intensified its missile campaign against Ukrainian population centers and defense-industrial targets in recent weeks, as the war stretches into its fifth year with no end in sight. Ukrainian officials have reported an increase in ballistic missile launches, which they say are depleting Kyiv’s limited stocks of interceptor missiles.
The July 24 strike is among the deadliest single attacks on defense industry personnel since the start of the full-scale invasion in February 2022. The Prosecutor General’s Office confirmed that the death toll had risen to 12 as more victims succumbed to their injuries in hospital.
