Ukrainian President Volodymyr Zelensky warned on Thursday that North Korea may be preparing to deploy additional troops to support Russia’s military operations in Ukraine, raising the prospect of an expansion of Pyongyang’s already significant military involvement in the conflict.
Speaking after a meeting with US President Donald Trump in Washington, Zelensky cited fresh intelligence indicating that North Korean personnel were being mobilized for potential deployment to Russian staging areas. He did not provide specific numbers but described the data as credible and corroborated by multiple sources.
North Korea has already supplied Russia with substantial quantities of artillery shells, ballistic missiles, and other munitions since 2024, with estimates suggesting over 5 million artillery rounds delivered. Reports of North Korean engineering and logistics personnel operating in Russian-occupied Ukrainian territory have surfaced periodically throughout 2025 and 2026.
A full combat troop deployment would mark a significant escalation in the Russia-North Korea military partnership, which was formalized under a comprehensive strategic partnership treaty signed by Putin and Kim Jong Un in June 2025. Article 4 of that treaty reportedly includes mutual defense commitments that some analysts interpret as covering the Korean Peninsula and potentially beyond.
US intelligence assessments have previously estimated that North Korea has received advanced Russian military technology in exchange for its weapons supplies, including satellite technology, missile guidance systems, and submarine expertise. The deepening military cooperation has alarmed both Washington and Seoul.
South Korea’s National Security Council held an emergency meeting in response to Zelensky’s warning, with officials in Seoul reiterating that any deployment of North Korean combat troops to Ukraine would constitute a direct violation of UN Security Council resolutions and would be met with appropriate countermeasures, potentially including expanded sanctions.
Russian and North Korean officials have denied the troop deployment allegations, with Kremlin spokesman Dmitry Peskov dismissing them as unfounded speculation. However, satellite imagery analyzed by independent researchers has shown unusual military train movements and personnel concentrations at North Korean facilities near the Chinese border.
Defense analysts at the International Institute for Strategic Studies assessed that North Korea’s potential troop deployment could number between 10,000 and 30,000 personnel, drawn from North Korea’s elite special operations forces. Such a deployment would allow Russia to free up its own troops for offensive operations while using North Korean units for rear-area security and construction duties.
The warning comes amid a broader intensification of Russian strikes on Ukrainian infrastructure. On the same day, Russian missile attacks killed at least 10 civilians across multiple Ukrainian cities while a suspected Russian missile debris fell on Polish territory, triggering NATO consultations.
