Britain has approved the release of classified missile technology to help France and Ukraine establish local assembly of the Storm Shadow long-range cruise missile, a landmark move that could give Kyiv a domestic production line for one of its most effective weapons.
The decision was announced by UK Prime Minister Andy Burnham during his visit to Kyiv on August 24, his first overseas trip since entering Downing Street. Britain authorized MBDA, the Franco-British defense consortium, to share protected information covering British elements of the missile design so that Ukraine can move forward with plans for local assembly lines.
Storm Shadow, known in France as SCALP, is an air-launched precision cruise missile with a range exceeding 250 kilometers. Ukrainian forces first used the weapon in 2023 and have since credited it with destroying key Russian command posts and damaging Black Sea Fleet assets in Crimea.
Local Production Changes the Calculus
The approval removes a British-controlled barrier that had prevented Ukraine from manufacturing the missiles domestically. Under the new arrangement, MBDA can share technical data on British components, allowing France and Ukraine to proceed with plans to establish assembly capability inside Ukraine.
The UK Defence Journal reported that the decision also complements Project Brakestop, a separate UK-led effort to rapidly develop lower-cost advanced long-range strike weapons for Ukraine. Britain is now pursuing two distinct missile strands: helping Ukraine gain local assembly access to an established cruise missile, while also pursuing newer weapons intended to be produced more cheaply and at greater scale.
Prime Minister Burnham said: On Ukraine 35th anniversary of independence, the Ukrainian people should be in no doubt: the UK is behind you today and for as long as it takes. He added: After all, Ukraine security is our security.
Russia Reacts With Threats
Moscow responded sharply to the announcement. Russia warned that the technology transfer represented a serious escalation and threatened consequences for the UK. The reaction underscores Moscow sensitivity to any Western move that could extend Ukraine long-range strike capacity.
Britain and France jointly lead the Coalition of the Willing, a grouping of nations providing military support to Ukraine. The UK says its support has so far included 25 billion pounds in funding, including 16 billion pounds in military assistance. Burnham co-chaired a Coalition of the Willing meeting alongside other leaders attending Ukrainian Independence Day events.
The announcement came alongside a separate European commitment of 7.1 billion dollars in air defense support for Ukraine, marking one of the most significant batches of military aid since the war began. Ukrainian forces are now expected to begin testing locally assembled Storm Shadow variants within months.
