Ethereum Sets 2029 Deadline for Quantum-Safe Network

The Ethereum Foundation picked two must-ship EIPs for the Hegotá upgrade and set December 2029 as the target for full quantum resistance across the entire layer 1.

The Ethereum Foundation wants the network fully quantum resistant by December 2029. The Hegotá upgrade, scoped this week, decides whether that deadline holds.

The Foundation’s Protocol cluster published a tier list on Sunday ranking 62 Ethereum Improvement Proposals for Hegotá, the fork scheduled after Glamsterdam ships in Q4 2026. Two proposals earned S-tier, must-ship status. Everything else is negotiable.

On the consensus layer, the headliner is FOCIL, or Fork-Choice Enforced Inclusion Lists (EIP-7805). It lets a validator committee force the inclusion of valid public-mempool transactions, so a single dominant builder cannot easily censor them. On the execution layer, Frame Transactions (EIP-8141) makes account abstraction native. It splits a transaction into programmable frames for validation, gas payment, and execution, letting wallets use custom signatures, sponsored gas, and batched actions without offchain operators.

“Delivering both headliners safely, and testing the interaction between them, is the fork’s core engineering commitment,” EF Protocol wrote in its blog post.

Why those two

Neither proposal is directly about quantum computers. FOCIL is about censorship resistance. Frame Transactions is about wallet flexibility. But both matter for what comes after: Frame Transactions creates a path to replace the vulnerable secp256k1 signature scheme that protects every Ethereum account today, and FOCIL hardens the inclusion guarantees the post-quantum migration will rely on.

Hegotá itself is not the quantum-resistant fork. Under the current roadmap, a minimum-viable post-quantum milestone sits at J*, a placeholder name for a future fork, with full resistance targeted at L*, five forks after Glamsterdam. Hegotá determines whether the later upgrades can stay on schedule.

The math is tight

Reaching December 2029 from shipping Glamsterdam in Q4 2026 requires an average cadence of 7.2 months per fork. That leaves little room for error in a process where upgrades have historically taken longer than planned. The forks will overlap: Hegotá ships while I* specifications mature, and research for J* through L* runs in parallel.

A fallback exists. The minimum-viable post-quantum milestone could be reached at a 12-month cadence instead, keeping Ethereum running through an early quantum threat with reduced guarantees. What those guarantees would be is still being worked out.

Planning for Q-day

The Foundation calls quantum resistance its “north star” and says the December 2029 deadline matches migration targets already set by Google, Cloudflare, and Microsoft. “Its timing is outside anyone’s control, which is exactly why we have fixed a target rather than waiting for certainty,” the priorities post said. “For now, Ethereum L1 should plan for Q-day happening as early as 2030.”

Q-day is the moment quantum computers become capable of breaking the cryptography that protects wallets and transactions. Most credible estimates place it later than 2030, and some researchers doubt it arrives at all on current hardware trajectories. The Foundation treats its own assumption as deliberately aggressive and says the 2029 deadline stays non-negotiable at least until January 2027, when quantum progress is due for reassessment with outside experts.

“Shipping post-quantum readiness early is the secure thing to do. It is the strategically responsible thing to do,” the post said. “It is the clearest signal we can send that Ethereum intends to exist 50, 100, and 1,000 years from now.”

Scope discipline

The tier list shows restraint. Of 62 proposals, two got S grades, 15 earned A and are expected to ship, eight landed in B and seven in C. Twenty-eight were declined outright. Beyond FOCIL, there is little appetite for additional consensus-layer scope unless a proposal directly supports post-quantum readiness.

Post-quantum readiness is one of five multi-fork research arcs, alongside fast finality, privacy, state management, and zkEVM. The Protocol cluster plans a Reddit AMA on September 16 to discuss the tier list and take community questions.

Bitcoin, for comparison, has no comparable migration plan. If Ethereum hits its 2029 target, the gap between the two largest networks’ quantum exposure becomes an argument analysts will not stop citing.
