Google Pledges 13 Billion Euros for Four Finnish Data Centers

Google will spend 13 billion euros on AI infrastructure in Hamina, Kajaani, Muhos and Vaala over 2027-2028, its largest European commitment to date.

Google announced a 13 billion euro, two-year investment in AI infrastructure across four Finnish sites on September 9, calling it the company’s largest European commitment to date. The build-out covers Hamina, Kajaani, Muhos and Vaala, with work scheduled across 2027 and 2028.

Alphabet president Ruth Porat put the annual economic contribution at 3.6 billion euros and permanent headcount at 7,000. The announcement bundles two energy deals alongside the data centers: a nuclear life-extension arrangement with Fortum and a 94MW battery storage system near Kajaani. Both are aimed at the same problem every hyperscaler faces in the Nordics, which is that AI clusters draw power at a scale local grids were never designed for.

Why Finland

Finland already hosts Google’s Hamina data center, a converted paper mill on the Gulf of Finland that has been cooling itself with seawater since 2011. The country offers cold climate, cheap low-carbon electricity, political stability and grid connections that can actually be built. Against that, the Nordic grid is under strain from the same build-out Google is part of, and utilities across the region have warned that industrial power demand is arriving faster than new generation.

The battery storage near Kajaani is a tell. Battery walls smooth the moment-to-moment mismatch between a data center’s flat appetite and a grid that increasingly depends on wind. Fortum’s nuclear deal extends capacity on the baseload side. Google is effectively buying its own power reliability rather than waiting for the grid to catch up.

The choice of Muhos and Vaala, two small towns in the north, follows a pattern hyperscalers have settled into. Land is cheap, fiber routes exist from earlier telecom build-outs, and local permitting moves faster than it does in metropolitan areas where data center proposals have started drawing public opposition. Kajaani, meanwhile, is already home to the LUMI supercomputer ecosystem hosted by CSC, the Finnish national computing center, so the region has an existing technical workforce and a university pipeline feeding it.

The European race for AI compute

The pledge lands amid a broader scramble for European AI capacity. The EU has pushed sovereign cloud and compute initiatives while member states court hyperscaler investment, and each announcement resets the baseline for the next one. Thirteen billion euros over two years is a step up from typical single-country data center pledges in Europe, though it remains far below Google’s US capital spending, which has run at tens of billions per quarter.

Local reaction has been mostly positive, with municipal leaders in the northern sites welcoming construction jobs, but Nordic environmental groups have raised familiar questions about water use and the pace at which grid capacity is reserved for single companies. Finland’s own AI ambitions make the country an eager host rather than a reluctant one. The government has positioned digital infrastructure as a strategic industry since the collapse of Nokia’s handset dominance removed the previous anchor of the tech economy.

The announcement also fits Google’s recent spending pattern. The company has been committing record capital to AI infrastructure on two continents at once, betting that training and inference demand keeps growing faster than supply. Analysts watching the sector have flagged the risk that capacity outruns demand, but no hyperscaler has blinked yet. Rivals are moving the same direction: Microsoft has been expanding northern European sites, Amazon has committed billions to Nordic renewable-linked builds, and Meta has sought power deals in the region for its own AI clusters.

What the money actually buys

A data center pledge of this size covers land, shells, power infrastructure and the first waves of GPU racks, but the hardware picture is worth spelling out. Modern AI clusters pack tens of thousands of accelerators per building, each card drawing more power than a typical home appliance. That is why the energy deals are part of the announcement rather than a footnote. Without the Fortum and battery components, the compute would sit idle waiting for grid capacity.

For Finland, the deal cements its position as the Nordics’ data center hub ahead of Sweden and Norway in hyperscaler mindshare. Construction employment will spike first, with thousands of contractors on site during peak build phases, before the promised 7,000 permanent jobs materialize across operations, security and maintenance roles. The permanent figure includes indirect employment in the companies’ estimates, a standard caveat economists apply to such numbers.

The practical test starts in 2027, when shovels need to be in the ground and the grid additions need to clear permitting on schedule. Finnish permitting has historically been faster than in much of the EU, but nuclear life-extension work involves regulator review on its own timeline. If the power arrives late, the GPUs sit in boxes. Every hyperscaler in Europe is currently learning that lesson somewhere.
