Markets Brace for Warsh Jackson Hole Speech on Rates

Federal Reserve Chair Kevin Warsh to deliver keynote at Jackson Hole symposium as markets price in potential rate hike.

Global markets are bracing for Federal Reserve Chair Kevin Warsh’s keynote address at the Jackson Hole Economic Symposium, which begins Friday in Wyoming. Warsh, who has signaled the speech will raise “big questions” beyond near-term policy debates, is expected to address whether the Fed’s current restrictive stance is sufficient to tame inflation fueled by the Hormuz supply crisis. The symposium arrives at a critical juncture. Treasury yields remain at multi-decade highs, with the 20-year yield at 5.17% and the 30-year at 5.19% as of Thursday’s close. While a surprise Treasury Department announcement to double the size of long-end bond buybacks helped pull yields down from last week’s peak of 5.33%, analysts warn the relief may be temporary. The underlying inflation picture has not improved. The CPI released on August 12 showed a 2.5% year-over-year increase, the slowest since 2021, but still well above the Fed’s 2% target. Geopolitical tensions have complicated the outlook further. Oil prices remain elevated as the Strait of Hormuz crisis drags on, with Goldman Sachs warning Brent could surge above $120 per barrel in the fourth quarter if tensions persist. That scenario would force the Fed to consider additional rate hikes rather than the cuts markets had been hoping for. At his July press conference following his fourth FOMC meeting, Warsh emphasized the Fed is “not constrained by market prices” and acknowledged that households and businesses are “losing patience” with the prolonged high-rate environment. But he made clear inflation remains the top priority. Market expectations for Fed policy have shifted dramatically in recent weeks. Traders now price in just 20 basis points of easing for the rest of 2026, down from 50 basis points priced in a month ago. Some strategists, including KPMG chief economist Diane Swonk, have argued the Fed faces a “credibility problem” and may need to act more aggressively to restore confidence in its inflation-fighting commitment. The October 26 Consumer Price Index report on August 26 will be the next major data point before the September 17 FOMC meeting. Another above-trend reading could tip the balance toward a hike. For equity markets, the Jackson Hole speech carries outsized risk. The S&P 500 has just recovered its August sell-off losses, but a hawkish signal from Warsh could reignite the bond-driven rout that triggered the initial decline. The VIX, at 15.13, reflects calm but may not hold if Warsh signals rates will stay higher for longer than expected.
