The city of El Reno, Oklahoma has condemned a bitcoin mining facility after a damaged private water line leaked an estimated 3 to 3.8 million gallons of water into the ground, cutting water pressure across town and forcing schools to close for two days during a severe drought. The facility at 801 W. Jensen Road was installed and operated by Athlon Blockchain LLC, which markets what it calls mobile data centers for AI storage and bitcoin mining. Local station KFOR traced the leak to private fire-suppression piping and an unauthorized private hydrant inside the property. The city confirmed the escaped volume as of September 1, and officials say the figure may still climb as they finish their assessment.
How millions of gallons vanished
The leak surfaced around August 28. Because the hydrant was never sanctioned by the city, water crews had no reason to monitor it, and the loss went undetected until residents started noticing their faucets sputtering. Water pressure dropped across parts of El Reno, a city of roughly 20,000 people west of Oklahoma City. By the time crews traced the source, millions of gallons had already soaked into ground that has seen little rain for months.
The consequences landed fast. Water service was temporarily cut to parts of the city. El Reno Public Schools canceled classes on September 2 and 3 over student-safety concerns. Public buildings also shut down because taps ran dry. One resident, Joe Hale, told local news that the problem affected everybody’s water pressure, not just homes near the facility.
The timing made it worse. Western Oklahoma has been under drought conditions, and cities in the region have been asking residents to conserve. A single industrial site losing more water in days than some households use in decades is the kind of detail that turns a plumbing failure into a political one. It is also the kind of detail that residents remember the next time a company shows up with a permit application and a promise.
A facility already on borrowed time
The condemnation did not happen in a vacuum. City records show El Reno issued a stop-work order against the Athlon facility back in June 2023. The site was operating without a certificate of occupancy, a basic requirement for any commercial building. Interim City Manager Ken Brown admitted the city never followed up after denying the company’s permit.
“We failed,” Brown said. He explained that officials assumed the company would comply with the city’s decision. It did not. The site ran for more than three years after the permit denial, unmonitored.
County assessment records identify the property owner as Athlon Blockchain Technology LLC and describe metal buildings on the parcel as mobile mining containers. Photos reviewed by local media show server racks inside. Athlon’s website described its facilities as mobile data centers fully equipped with hydro-cooling technology, which is precisely the kind of plumbing that failed here.

The bill is coming

Bigger than one mine
The case lands in the middle of a running argument about bitcoin mining’s footprint. Mining operations are usually debated over electricity draw, grid stress and noise, but this one is about water, fire code and occupancy certificates. It shows regulators treating a proof-of-work facility like any other industrial occupant, with the same inspection burden, and finding the paperwork missing at every step.
It also shows how thin local oversight can be. A denied permit was treated as the end of the matter, and the site ran for more than three years anyway. Other cities watching this case will draw a simple conclusion: permits need follow-up inspections, and industrial water lines need metering.
Oklahoma State University professor Sunderesh Heragu, who studies industrial engineering, told News 9 that data center water and power demands create challenges cities are often unprepared for. He did not comment on El Reno specifically, but his point maps neatly onto this case. Small municipalities rarely have staff with the expertise to audit an industrial water system, and companies know it.
For the industry, the reputational math is bad. One operator’s unmaintained fire line has become a statewide story, and the September 14 hearing will decide how much of that story Athlon pays for. Cities across Oklahoma and neighboring states are likely to cite El Reno the next time a mining company asks for a permit, and the days of arriving with containers and starting work may be ending.
