Leaked technical documents and defense industry sources reveal that Russia’s RS-28 Sarmat heavy intercontinental ballistic missile, repeatedly touted by President Vladimir Putin as an unstoppable next-generation weapon, has been plagued by repeated test failures and production delays that call into question the Kremlin’s nuclear modernization timeline.
The Sarmat missile, designated SS-X-30 by NATO and nicknamed Satan II, has been under development for over a decade. Putin has publicly claimed the weapon would enter combat duty by the end of 2026, boasting it can penetrate any missile defense system and carry multiple hypersonic warheads to targets anywhere on Earth. But leaked documents obtained by independent researchers paint a different picture.
According to the documents, the missile has failed at least three of its last five flight tests, with two launches ending in catastrophic failure before the booster completed its first stage burn. Production of key components at the Krasnoyarsk Machine-Building Plant has fallen behind schedule by more than 18 months, and quality control issues have been identified in the missile’s guidance systems.
The delays are significant because the Sarmat was meant to replace the aging R-36M Voyevoda missile, a Soviet-era weapon that forms the backbone of Russia’s silo-based nuclear deterrent. With Voyevoda missiles approaching the end of their service life, any prolonged delay in Sarmat deployment could create a gap in Russia’s nuclear triad.
Defense analysts at the Carnegie Endowment for International Peace and the International Institute for Strategic Studies have noted that the Sarmat’s troubles reflect broader structural problems in Russia’s defense industry, including skilled labor shortages, Western sanctions cutting off critical electronics imports, and chronic underinvestment in precision manufacturing.
The Kremlin has sought to downplay the setbacks, with Putin stating during a recent defense forum that all issues would be resolved by year’s end. But the leaked documents suggest that even optimistic production schedules would not see the Sarmat reach initial operational capability before late 2027 at the earliest.
The missile’s struggles carry strategic implications beyond Russia’s borders. The Sarmat was explicitly designed as a counter to U.S. missile defense systems, and its repeated failures undermine Russia’s claims of maintaining strategic parity with the United States at a time when Washington is modernizing its own nuclear forces.
NATO officials have declined to comment on the specific intelligence assessments of the Sarmat program but note that alliance monitoring continues to show Russia’s overall nuclear forces remain capable and alert, even if individual modernization programs face hurdles.
