Ukrainian President Volodymyr Zelenskyy has personally asked U.S. President Donald Trump to help secure Elon Musk’s permission for Ukraine to use the Starlink satellite internet system to guide precision strikes inside Russia, according to two officials familiar with the discussions.
The request, first reported by The Washington Post and later confirmed by The Atlantic and multiple outlets, marks a significant escalation in Ukraine’s push to expand its long-range strike capabilities against targets on Russian soil. SpaceX currently restricts Starlink’s operational zone to Ukrainian territory, including temporarily occupied regions, and blocks its signal inside Russia.
During negotiations with Trump, Zelenskyy explained that Ukraine needs Starlink connectivity to direct its long-range drones against mobile ballistic missile launchers that Russia deploys to attack Ukrainian cities. Without the satellite system, Ukrainian drones must rely on less reliable guidance mechanisms, which reduces their accuracy against time-sensitive military targets.
The request comes at a critical moment in the war. Russia has been launching devastating ballistic missile barrages against Kyiv and other Ukrainian cities, with the most recent attack on August 1 killing at least nine people and wounding dozens more. Zelenskyy has repeatedly pleaded for enhanced air defenses, including additional Patriot interceptor systems.
Musk has previously drawn controversy for restricting Starlink access during the conflict. In 2023, reports emerged that Starlink connectivity was deliberately disabled near Crimea, allegedly disrupting a Ukrainian naval drone operation against Russia’s Black Sea Fleet. SpaceX has maintained that the restrictions are consistent with U.S. government sanctions and export control laws.
Trump’s role in the request is notable because of his complex relationship with both Zelenskyy and Musk. The president has at times signaled support for Ukraine’s defense while also pursuing diplomatic engagement with Moscow. His willingness to mediate between Kyiv and one of his most prominent tech allies could prove decisive.
Ukrainian officials have argued that Starlink access for offensive operations would not violate existing U.S. policy, as Washington has already approved the provision of long-range weapons for use against targets inside Russia. The key difference is that Starlink is a commercial communications platform rather than a conventional weapon system, placing it in murkier regulatory territory.
The outcome of Zelenskyy’s request could reshape the battlefield dynamics in the months ahead. If Musk agrees, Ukraine’s drone fleet would gain a significant boost in precision and range, potentially forcing Russia to redeploy valuable mobile missile launchers further from the front lines and reducing the tempo of missile attacks on Ukrainian population centers.
