Russian President Vladimir Putin and North Korean leader Kim Jong Un exchanged messages pledging to deepen bilateral cooperation “in all sectors” as they marked Korea’s Liberation Day on August 15, a ritual exchange that has taken on heightened military significance amid the deployment of North Korean troops to the Ukrainian front.

Putin congratulated Kim on the occasion and said Moscow was committed to building up cooperation across all areas, “in the interests of strengthening stability and security on the Korean Peninsula and in the Northeast Asian region,” according to a Kremlin statement. Kim responded by praising ties that had “carried forward the history of common struggle for justice and precious traditions of friendship,” as reported by Reuters.

Military Partnership Deepens on the Battlefield

The annual diplomatic exchange comes amid unprecedented military cooperation between the two countries. North Korean troops have been deployed to fight alongside Russian forces in eastern Ukraine, and Kyiv has documented the use of North Korean ballistic missiles in recent strikes on Ukrainian territory. Ukrainian President Volodymyr Zelensky stated that North Korean missiles were used in an August 11 attack on Zaporizhzhia that killed seven people and injured 51, according to the Kyiv Independent.

The partnership has expanded rapidly since Kim and Putin signed a mutual defense pact in June 2024. Satellite imagery analyzed by the Center for Strategic and International Studies has documented large-scale, continuing transfers of North Korean ammunition to Russian forces since August 2023, underscoring the scale of material support flowing across the shared border.

Circumventing Western Isolation

Analysts note that the Liberation Day messages carry particular weight this year as both nations face extensive international isolation. Russia is subject to sweeping Western sanctions over its invasion of Ukraine, while North Korea remains under extensive UN sanctions for its nuclear and missile programs. The partnership gives both countries avenues to circumvent Western restrictions: Russia gains access to munitions and labor, while North Korea receives technology transfers and financial support.

The exchange followed the Xi-Putin-Kim trilateral meeting at Beijing’s Victory Day parade earlier in 2026, which observers described as a watershed moment in alignment among China, Russia, and North Korea. Shifting Regional Alliances

President Trump’s recent decision to scale back annual joint US-South Korea military exercises, citing his personal relationship with Kim Jong Un, has added another layer to the regional dynamic. The move was criticized by Seoul as weakening the alliance at a time when North Korean military cooperation with Russia has expanded dramatically, raising concerns in Washington and Tokyo about the shifting balance of power in East Asia.
