Russia is weighing an intensification of conventional ballistic missile attacks on Kyiv and other Ukrainian cities as peace negotiations with Washington reach a dead end, according to a Bloomberg report citing three people familiar with Kremlin deliberations.
The report, published on August 26, described a shift in Moscow’s calculations as the Kremlin grows increasingly frustrated with the pace and substance of U.S.-brokered diplomatic efforts. Russia is now preparing to escalate its military campaign even as Ukraine continues to receive fresh Western air-defense shipments and long-range strike technology.
The Kremlin has not publicly confirmed any change in strike posture. However, the timing of the Bloomberg report coincides with a visible uptick in Russian aerial activity across Ukraine. On the night of August 25-26, Russia launched 162 attack drones from five directions, followed by a double-tap drone strike on a business center in Lozova, Kharkiv region, that injured at least 10 people.
Dead-End Diplomacy
Russian and Ukrainian officials have engaged in intermittent negotiations throughout 2026, with U.S. Special Envoy Steve Witkoff shuttling between the parties. A 20-point peace framework developed in late 2025 was delivered to Vladimir Putin in January via Russian envoy Kirill Dmitriev, but subsequent rounds of talks produced no movement on territorial or political concessions.
Kremlin Spokesperson Dmitry Peskov denied any knowledge of a U.S. military plane landing at a Moscow airport on August 25, hours after CIA Director John Ratcliffe made an unannounced trip to the Russian capital. The visit, reported by multiple outlets, came as Washington asked Ukraine to pause drone strikes on Moscow during the mission – a request Kyiv appeared to honor.
The diplomatic impasse has pushed Moscow toward military escalation. Bloomberg’s sources indicated that Russia sees limited diplomatic value in continued talks while maintaining its current strike levels, and that intensifying attacks could create additional leverage.
Missile Threat Expands
Russia’s potential escalation comes as its missile capabilities continue to grow. The country has recently tested its Burevestnik nuclear-powered cruise missile and the Poseidon nuclear torpedo, both strategic weapons designed to project power beyond conventional deterrence.
On the battlefield, Russia has shifted toward jet-powered attack drones alongside its traditional Shahed-type loitering munitions. Ukrainian intelligence assessed in May 2026 that Russia intended for half of its Shahed drone fleet to be jet-powered variants. The faster drones are more difficult for Ukrainian air defenses to intercept and have been used to overwhelm layered defense systems.
Russia has also deployed North Korean military assets in greater numbers. Ukrainian intelligence reported that approximately 8,500 North Korean troops are stationed in Russia’s Kursk Oblast, including 400 drone operators assigned to reconnaissance and attack missions. A North Korean missile unit in Voronezh Oblast could field six launchers and 120 ballistic missiles, supplementing the KN-23 and KN-24 systems Pyongyang has already delivered.
Ukraine Receives New Capabilities
While Russia prepares to escalate, Ukraine is simultaneously receiving new tools to counter the threat. The United Kingdom announced on August 24 that Prime Minister Andy Burnham had authorized MBDA to release classified data on the Storm Shadow and SCALP missile systems to Ukraine, clearing a key obstacle to domestic production.
The technology transfer will allow Ukraine to assemble or produce the precision-guided cruise missile locally, reducing dependence on limited European stockpiles. Kremlin adviser Andrei Fedorov responded by threatening British arms factories with attacks by “unknown sources,” a comment that signaled Moscow’s willingness to extend the conflict into European industrial infrastructure.
The European Commission also approved a 6.1 billion euro air-defense procurement package for Ukraine on August 26, funding missile interceptors and radar systems. Zelenskyy confirmed that a first batch of Patriot interceptors had arrived but said the delivery fell far short of what Ukraine needs ahead of winter.
Human Cost Mounts
The UN Security Council heard testimony on August 24 that civilian suffering in Ukraine has reached its worst levels since the initial 2022 invasion. In the first six months of 2026, UN monitors confirmed 1,396 Ukrainian civilians killed and 7,978 injured. July 2026 was the deadliest month for Ukrainian civilians since April 2022, according to the UN’s humanitarian aid office.
The General Staff of Ukraine reported 203 combat engagements on August 26 alone, with Russian forces launching 81 airstrikes and dropping 270 guided aerial bombs. The Pokrovsk direction saw 36 attacks repelled, while the Kostiantynivka direction faced 24 assaults. Russian losses included an estimated 1,450 soldiers killed or wounded, 74 artillery systems, and 1,723 drones destroyed.
As diplomatic efforts stall and both sides prepare for continued fighting, the prospect of a negotiated settlement appears increasingly remote. Moscow’s signaled escalation, combined with its growing arsenal of advanced drones and ballistic missiles, suggests the coming months could bring some of the most intense aerial warfare of the conflict to date.
