Ukraine and Finland signed three cooperation agreements on joint production of military drones, unmanned maritime systems and ground-based robotic systems during a defence industries roundtable in Kyiv.
Ukrainian President Volodymyr Zelenskyy and Finnish President Alexander Stubb presided over the signing, with executives from seven leading Finnish defence companies present. The agreements cover developing and manufacturing drones in Finland for Ukrainian needs, expanding capabilities in uncrewed maritime systems, and establishing a joint venture for ground robotic systems.
The seven Finnish firms involved include Patria, Nokia, Insta, Boomeranger, Nest AI, Sensofusion and ICEYE. The companies arrived in Kyiv for talks coinciding with Ukraine’s State Flag Day and the eve of Independence Day, dates Zelenskyy said underscored the value of genuine friendship.
“Today we are taking another step toward deepening our cooperation, combining Ukrainian combat experience with Finnish technology,” Zelenskyy said. “From the very beginning of this war, you have been with us. We have real tools, and we already have real results.”
Stubb stressed the mutual benefits, noting that Ukraine now guarantees the security of all of Europe and that its capabilities to wage modern warfare are the best on the continent. He said Finland-Ukraine cooperation will strengthen both countries in the short and long term.
The two sides are also finalising political work on a broader Drone Deal agreement and expanding cooperation in cyberspace and space, according to the Office of the President of Ukraine. The agreements build on Finland’s steady expansion of defence ties with Ukraine since Russia’s full-scale invasion.
The drone production partnership comes as Ukraine pushes to localise weapons production with European allies, reducing reliance on single-source supply chains and integrating battlefield-proven Ukrainian drone technology into broader European defence industrial capacity. Kyiv has signed similar deals with several Nordic and Baltic countries in recent weeks.
The roundtable followed a broader Nord-Baltic Eight summit in Kyiv, where leaders discussed air defence, winter preparedness and EU integration. Norway separately signed a drone deal with Ukraine at the same gathering, while Zelenskyy held bilateral talks on sanctions against Russia with US senators.
